Regular Board Meeting Minutes – December 2016

The Village of Birchwood Trustees held the Public Hearing for the 2017 Budget on Tuesday, December 13, 2016 at 5:30 p.m. at the Birchwood Village Hall.   Roll Call:  Depoister, Seffinga, Small, and VanGilder – present; Hurckman – Absent.

Linda Zillmer questions public notices, presentation of budget, debt service dollar amount, tax levy.

Motion to adjourn by Depoister, second by VanGilder

 

The Village of Birchwood Trustees held the monthly board meeting on Tuesday, December 13, 2016 at 6:00 p.m. at the Birchwood Village Hall.  Roll Call: Depoister, Seffinga, Small, and VanGilder – Present; Hurckman – Absent.

Small called the meeting to order.  The Pledge of Allegiance was recited.

Police Report – Chief of Police Adam Brunclik provided copies of his monthly activity report for November.  Deer hunting went well; a lot of theft cases that have been solved; squad lettering is complete; and old squad car is on auction.

Maintenance Report – Tucker Fee reports they have been busy with lift stations; Kenway cleaned them out.  All lights on plow working (except two).  He will begin the work on the skate rink on December 14, 2016.

Public Comment – Linda Zillmer would like Birch Lake Dam on agenda for January 2017.

New Business

1. Motion to approve the agenda by Seffinga, second by Depoister, carried 4-0.
2. Motion to approve minutes from November 9 board meeting by VanGilder, second by Seffinga, carried 4-0.
3. Motion to approve minutes from Budget meeting November 1, 2016 by VanGilder, second by Depoister, carried 4-0.
4. Motion to Adopt the 2017 Budget, roll call: Depoister – Yes, Seffinga – Yes, Small – Yes, VanGilder – Yes, carried 4-0.
5. Motion to approve Resolution #180-16 CMAR by Depoister, second by Seffinga, carried 4-0.
6. Motion to approve joining WCEDC for $500 by Small, second by VanGilder, carried 4-0.
7. Motion to approve operator license for Lorenz by Small, second by Seffinga, carried 4-0.
8. Motion to approve the pre-planning of project for BB/ice rink by Small, second by Seffinga, carried 4-0.
9. Discussion regarding bill (submitted by Brad Bratvold) for work done on ballfield; he is requesting that we consider paying half the cost (the school paid half). Motion by VanGilder, second by Depoister not to reimburse, carried 4-0.
10. Caucus will be held on January 3, 2017 at 5:30 p.m. prior to the regularly scheduled Board Meeting at 6:00 p.m.

Motion by Small, second by Seffinga to approve new bills, payroll, and Treasurer’s Reports for October and November, carried 4-0.

Motion to Adjourn by Small, second by Seffinga.
