TRICKLE

A trickle is a small stream of water from a faucet that is purposefully left running during the winter to prevent pipes from freezing. An alternative to the trickle method is to have your water shut off completely and have your pipes drained – also known as winterizing.  A trickle credit gives customers a break on their utility bill, since it is likely the usage will be higher in a trickle quarter.  If the bill in the following quarter reflects a higher usage due to trickle, a credit is applied to that bill.  Anyone is eligible to receive the trickle credit, as long as their bill reflects the usage requirements to receive it AND the Village of Birchwood issues a statement that trickle conditions are in effect within the Village limits.

SEASONAL

Seasonal customers are general service customers who voluntarily request, in writing, disconnection of water service or stop of refuse service and who resume service at the same location within 12 months.  The utility shall bill seasonal customers the applicable service charges found on the Village Fee Schedule.  Upon reconnection, the utility shall apply an applicable charge and require payment of any unpaid charges under this schedule. If customer fails to request seasonal services no refund will be given.

 

GARBAGE CARTS

Garbage bins should be placed at the end of your driveway not in the street.   Carts are to be removed same day as pickup.  All damage carts will be charged a replacement fee.

 

SNOW REMOVAL – SIDEWALKS

The owner, occupant or person in charge of any parcel or lot which fronts upon or abuts any sidewalk on Main Street shall keep said sidewalk clear of all snow and ice. In the event of snow accumulating on said sidewalks on Main Street due to natural means and/or by any other means, said sidewalks on Main Street in the village from Highway 48 south to Balsam Avenue shall be cleared of all accumulated snow and/or ice within 24 hours from the time the snow ceases to accumulate on said sidewalk. Sidewalks on Main Street are to be kept clear of snow and ice to a minimum of four feet in width. In the event that ice has formed on any sidewalk in such a manner that it cannot be removed, the owner, occupant or person in charge of the parcel or lot which fronts upon or adjoins said sidewalk shall keep the sidewalk sprinkled with sand and/or salt to permit safe travel by pedestrians. If the owner, occupant or person in charge of any parcel or lot which fronts upon or adjoins any sidewalk shall fail to keep said sidewalk clear of snow and ice as set forth in section 20-350, village law enforcement officers and other designated village officials and employees shall take the action provided in this article.  (Sec. 20-351. – Notice and removal of snow from sidewalks.)

SNOW REMOVAL – ROADS (SNOW WINDROWS)

Snow windrows are created by snowplows when clearing roads or driveways of snow; windrow may require removal. When pushing your snow past the banks already made by the Village, ensure your windrow is removed from the road.  The plows can be damaged by this and you may be held liable for repairs for damage of Village plow equipment.

 

SNOW REMOVAL – MAILBOXES

According the U.S. Postal Service, postal carriers will not deliver mail if access to the curbside residential mailboxes has been impeded by the snow accumulations. Residents are responsible for removing the snow around their mailboxes to ensure delivery. See windrow notice as this also applies to snow removal around mailboxes.

 

STREET PARKING

(a)Winter parking. In order to facilitate the efficient and expeditious removal of snow from the village streets during winter months, it shall be unlawful for any vehicle to park on any village street or traveled public right-of-way from November 1 to April 1 from 2:30 a.m. to 6:00 a.m.

(b)Parking prohibited during or after snowstorm. No person shall park any motor vehicles or other apparatus that will obstruct the removal of snow from the street, upon any street or right-of-way within the village, during or after a snow storm, until the snow has been removed to the curb or curb line of such street.

(c)Tagging and towing of vehicles or equipment. Any vehicles or other apparatus that is in violation of subsections (a) and (b) of this section may be tagged and/or towed by a village police officer. (Sec. 24-238. – Parking prohibited zones.)
