Approved Board of Trustee November 19th, 2019 Meeting Minutes
The Regular Monthly meeting of the Village of Birchwood Board of Trustees will be held on Tuesday, November 19th, following the 5:00 pm. Budget Hearing at the Birchwood Village Hall,
101 N. Main Street, Birchwood, WI 54817.
Village President call meeting to order
Roll call R Vangilder, N Seffinga, J Depoister, S Small, and V Hurckman
Verification of public notice by Clerk – Village Hall, Gary’s Grocery, Postal Office, and website
Discussion/Action Items:
- Motion by Depoister, second by Seffinga to approve October’s Meeting Minutes. Carried 5-0.
- Motion by Seffinga, second by Small to approve (November 19th, 2019) Carried 5-0
- Citizen Comments (Limit 3 minutes per person and there will be no action taken)
Dewey – Comment on 5e: Intent to gain access ATV/UTV access Hinman to Tusctobia trail. Understand can’t have resident only. Concerned of making ATV parking available by Doolittle park and increase traffic on Hinman.
Linda Zillmer – Email request information of Timber Bay Conditional Use and Garbage Billing has not received response from village president, 23, 29, and 30th. TIF district not response. Garbage bill not received yet. Well meetings with Tucker. Clarification of what supposed to have done vs what was asked. Kenway, DNR referred to WISCAP. WISCAP agreement back in July 2010 with assistance on training on billing. Revise ordinance, public has not see draft on website. Any action, noticed. Plan Commission change in use of road, should have gone to them not the ordinance committee.
- Police Report
Accidents and a few public disputes. School and Community events went well. Had training this month.
- Maintenance Department Report
Well abandonment still in the works and Kramer hasn’t had time but will soon. Moving decently. Wastewater treatment plant chemical been using has disrupted things and coming to a head. Started processes of changing to a new chemical. Kenway came in with the process of removing sludge. Planned to use up what we have and switch to new product. Sent in test last week and can tell material is cleaner than the last. Lowering and recycling to help now. John Bohn saved village $5200 regular cost and lowed to $2,990. Kenway is helping make and save money for the village. Brad Scott showed interest last time sucked out of ponds to apply to his land. Depoister would like to switch to new stuff now rather than keep using the bad stuff as there is a low cost.

a.) Motion by VanGilder, second by Seffinga to approve Timber Bay Conditional Use. Carried 5-0.
b.) Motion by VanGilder, second by Depoister to approve 1 year trial basis on opening Hinman Drive ATV/UTV route. Carried 3-2.
c.) Tabled Ken-Way Holding Tank Disposal Agreement.
- New Business
a.) Motion by Seffinga, second by Small to approve 2020 budget. Carried 5-0.
b.) Motion by Hurckman, seconded by Seffinga to approve Operators Licenses (A. Hecker, K. Stephens, R. Moltzan, M. Manka, M. Sweeney, and J. Shramek)
c.) Approval of revised ordinances
i.) Tabled Garage Sales (ARTICLE IX. – SECONDHAND ARTICLES DEALERS)
ii.) Tabled Animals (CHAPTER 4 – ANIMALS)
iii.) Motion by Seffinga, second by Vangilder to approve ATV/UTV ordinance. Carried 4-1.
d.) Discussed Neighbor to Neighbor 2020 contract. No action taken.
e.) Motion by Hurckman, second by VanGilder to go through Manpower to fill Deputy Clerk/Treasurer vacancy.
f.) Closed Session (pursuant to 19.85(1)© and 19.85 (1)(b) WI statues which, if discussed publicly, would likely have a substantial adverse effect upon the reputation of any person(s) referred to in such data)
g.) Open Session on matters discussed in closed session
